H.E. Wamkele Mene
Secretary-General, African Continental Free Trade Area (AfCFTA) Secretariat
H.E. Wamkele Mene was elected by the 33rd Ordinary Session of the Assembly of Heads of States & Government of the African Union, to the position of Secretary-General of the African Continental Free Trade Area (AfCFTA) Secretariat.
Prior to being elected Secretary-General of the African Continental Free Trade Area (AfCFTA) Secretariat, he served as Chief Director: Africa Economic Relations, at the Department of Trade & Industry of South Africa. In this role, he was South Africa’s chief trade negotiator in the AfCFTA and Tripartite FTA negotiations. During his tenure as chief negotiator, South Africa ratified both the AfCFTA and Tripartite FTAs agreements.
Prior to assuming this position, H.E. Wamkele Mene occupied the position of Director: International Trade Law & Investment Law at the Department of Trade & Industry, a role in which he was principal legal counsel on international trade law and international investment law.
From 2010 until 2015, H.E. Wamkele Mene represented South Africa at the World Trade Organisation (WTO) in Geneva, Switzerland. He was elected to the position of Chairman of the WTO’s Committee on International Trade in Financial Services.
Prior to joining the Department of Trade & Industry of South Africa, H.E. Wamkele Mene worked for Wall Street based law firms in the London and Hong Kong offices.

He holds a Bachelor of Arts (Law) degree from Rhodes University in South Africa, a Master of Arts in International Studies & Diplomacy (with specialization in International Economics) from the School of Oriental & African Studies (SOAS), University of London and a LL.M. Mrs. Kanayo Awani
Executive Vice President, Intra-African Trade and Export Development (IAED) at Afreximbank.
She holds a Bachelor of Science degree from the University of Nigeria (Enugu Campus) and a Master of Public Administration in International Trade and Finance from Harvard University's Kennedy School of Government, Cambridge, USA. She is also a recipient of the Edward S. Mason Fellowship in Public Policy and Management from Harvard.
Mrs. Awani has garnered extensive banking experience with Citigroup in Nigeria, serving for nearly 17 years and leaving as the Vice President and Head of Industrial & Commercial Corporates before joining Afreximbank in 2009. As the Executive Vice President, she provides strategic and operational leadership in implementing the Bank's Intra-African trade, industrialization and export development objectives, in support of the African Continental Free Trade Agreement (AfCFTA).
Under her leadership, the Bank’s support for the AfCFTA negotiations led to the historic signing of the Agreement in Kigali in March 2018. Committed to the industrialization of Africa, Mrs. Awani has championed various initiatives, including the development and expansion of Industrial Parks and Export Processing Zones across the continent. Her efforts were also instrumental in the harmonization of standards in pharmaceuticals and medical consumables during the COVID-19 pandemic. Additionally, she led the development of the African Collaborative Transit Guarantee Scheme to facilitate cross-border trade and championed innovative programmes such as the Creative Africa Nexus (CANEX), which has allocated a $1 billion facility to finance and support several sectors. Mrs. Awani has actively promoted Africa-Caribbean trade and investment flows by directing the Bank's Diaspora Strategy in accordance with the African Union (AU) agenda for the 6th Region. Since Mrs. Awani joined Afreximbank in 2009, she has supported the growth of the Bank from total assets of US$1.4bn to approximately $30 billion in 2022.

Anar Yusufzada is a highly skilled finance and business development professional with extensive experience in Islamic banking, Sharia-compliant finance, and SME support. Currently serving as the Director of the PPP Development Center’s capacity-building department in Azerbaijan, he has a proven track record in enhancing access to finance for small and medium enterprises (SMEs) and advising on Islamic finance legislative frameworks. His career spans senior roles across Azerbaijan, Indonesia, and the UAE, focusing on finance structuring, compliance, and fundraising. Anar holds a Bachelor’s degree in Political Science and certifications from AAOIFI in Shariah Advisory and Auditing, underscoring his expertise in Islamic finance. Mr. Nassim Oulmane
Ag. Director of the Climate Change, Food Security and Natural Resource Management Division of the United Nations Economic Commission for Africa (ECA) at its headquarters in Addis Ababa, (Ethiopia). Nassim is an economist specialized in sustainable development, climate change, Carbon and Biodiversity, Inclusive Green Growth, international trade and development policy issues, as well as international economic relations. His recent work focuses on inclusive green and blue economy and structural transformation in Africa as well as climate finance and sustainable development. Nassim is the coordinator of the African Regional Forum for Sustainable Development that builds consensus on policy options and actions to accelerate the implementation of the SDGs, and prepares Africa’s collective regional input to the High-Level Policy Forum on Sustainable Development of the UN Economic and Social Council.
He has taught at several universities in Africa, Asia, and Europe and has held various economist positions in multiple economic institutions. Reginald Yofi Grant draws from over three decades of a successful career and experience in investment
banking and finance as he heads the Ghana Investment Promotion Center, under the Office of the
President of Ghana.
Yofi is a skilled leader and a prominent financial policy advisor both in his country and beyond. He has a
strong track record of leading advisory mandates for equity and debt transactions, including the creation
and implementation of the AAF SME Fund LLC, one of the largest agriculture funds in sub-Saharan
Africa.
As a council member of the Continental Business Network of the African Union, and a member of the
board of trustees of the OACP Endowment and Trust Fund he remains passionately committed to shaping
the continent’s financial and economic transformation.
Yofi serves on the Steering Board of the World Association of Investment Promotion Agencies
representing sub-Saharan Africa and is involved in multiple private and public sector boards and
committees, including the Public Private Partnership Approvals Board, Ghana Export Promotion Authority
Board, Ministry of Foreign Affairs and Regional Integration Advisory Board, Ghana International Financial
Services Advisory Committee, and is co-Chair of the UK-Ghana Investor Group.
Under his leadership, the GIPC has been named the Best Investment Promotion Agency in West &
Central Africa for 5 consecutive times. The Centre has also been awarded Best Investment Promotion
Agency in Africa four years in a row by CFI.co. He has received recognition for his leadership, including

His Excellency Juma Al Kait serves as the Chief Trade Negotiator for
the UAE and Assistant Undersecretary for International Trade Affairs

supervises trade negotiations, monitors trade disputes, ensures
enforcement of trade law, and keeps government, industry and nongovernmental
organizations informed on UAE trade policy. He has played a pivotal role in nearly every

He was the former Minister of Investment of Egypt from 2004-2010, and most recently, served as
the World Bank Group Senior Vice President for the 2030 Development Agenda, United Nations
Relations and Partnerships. His roles at the World Bank also included Managing Director,
responsible for Human Development, Sustainable Development, Poverty Reduction and
Economic Management, Finance and Private Sector Development, and the World Bank Institute;
World Bank President's Special Envoy on the Millennium Development Goals (MDGs),
the Post-2015 Development Agenda (later, the Sustainable Development Goals (SDGs)), and
Financing for Development; and Corporate Secretary and Executive Secretary to the
Development Committee of the World Bank Group's Board of Governors.

Mrs. Lillian Saili Bwalya
Permanent Secretary -Trade and Commerce at Ministry at of Commerce, Trade and Industry – Zambia.
She oversees Zambia's Domestic and Foreign trade policies.
Prior to her current position, Mrs Bwalya served as Director Tourism in the Ministry of Tourism, where she was responsible for tourism policy development and planning.
She also served as Director responsible for Foreign Trade and as Chief Trade Negotiator. She was also First Secretary at the Zambian Mission in Geneva where she was responsible for World Trade Organisation, WIPO and UNCTAD related assignments, among others.

Dr. Mahate embarked on his career as an academic initially with Bayes Business School part of City University (London University) in 1990. He later moved to Dubai in January 2000 and continued to be an academic commanding senior positions in international universities based in the emirate. Since 2008, Dr Mahate has been working for the Dubai Department of Economy and Tourism.
With extensive international experience Dr. Mahate is also a consultant with the International Trade Center which is part of the World Trade Organisation and the United Nations Committee on Trade and Development (UNCTAD) as well as the Inter-American Development Bank. He has carried out joint research with several multilateral organisations.
Dr Mahate is an advisor to the private sector especially in the areas of trade and a judge for various industry awards. Mohsen Ahmad oversees Dubai South’s entire Logistics District as its chief executive
officer. Having set up its free zone and established the Dubai Logistics Corridor,
which connects Jebel Ali Port with Al Maktoum International Airport via a single,
custom-bonded zone, Mohsen leads the overall execution of the district’s operations,
manages its financial planning, and is responsible for setting the district’s strategic
directions and goals. He was also instrumental in laying the groundwork for future
developments to ensure the district’s sustainable growth.
Anticipating the rapid growth of e-commerce and witnessing the growing number of
international and regional movers in Dubai, Mohsen championed the development
of EZDubai, a purpose built e-commerce hub that supports the growth of the sector
through state-of-the-art facilities and infrastructure within the Logistics District.
Additionally, as an industry veteran, he played an instrumental role in developing
Dubai’s overall e-commerce strategy to consolidate the emirate’s position as a hub
for global e-commerce.
Mohsen joined Dubai South in 2008 following more than twelve years’ experience in
the supply chains and logistics sector, having held management posts at Al Futtaim
Logistics and tenure as head of inbound logistics at Dubai Aluminum Company
